Follow the Steps below

  1. Go to Options in Excel
A New Window will appear like this

2. Select commands not in the ribbon from the Choose commands from Option

3. Select it and search for Form Option in that list.
4. After that add the from to quick access toolbar menu
5. After that, it will be added to the quick access toolbar menu. like this
